Project Description:

The project is located in the City of San Juan Capistrano, County of Orange, California. This phase of levee protection covers the westerly embankment from approximately 1700 feet to 5700 feet upstream of Stonehill Drive bridge (Station 72+00 to Station 112+00). The top of the westerly embankment is used as a maintenance access road and a Class I paved off-road regional bikeway.

The work to be done, in general, consists of the following: clearing and grubbing of the existing asphalt concrete berm, removal and excavation of existing AC access road/bikeway, removal of 6” thick reinforced concrete channel lining to facilitate driving and placement of steel sheet pile (SSP) wall system flush to the roadway subgrade, reconstruction of the access roadway/bikeway pavement, re-striping, installation of asphalt berm on top of the access roadway/bikeway, and coordination with utility companies, DISTRICT personnel, regulatory agencies, City staff, and adjacent property owners. At the discretion of the ENGINEER, the full width existing maintenance roadway/bikeway may be removed and repaved with AC mix in its entirety or its surface may be applied with rubberized slurry prior to re-striping. The total length of the channel improvement is approximately 4,012 linear feet of channel wall.

The DISTRICT considered two (2) construction alternatives in driving the Steel Sheet Piles (SSP) into the ground based on material specifications selected at the DISTRICT’s option.

ALTERNATIVE 1 uses Skyline AZ 46 or Engineer approved equal conforming to ASTM A572, Grade 50 material specifications per Section F-26 “FURNISH STEEL SHEET PILES” of the Special Provisions. A572 SSP requires CARBOLINE or Engineer approved equal surface coatings per F-28 “CORROSION RESISTANT COATING”, and a third party inspection personnel for quality control and assurance during shop or field coating application process per Section F-29 “INSPECTION FOR CORROSION RESISTANCE COATING” of the Special Provisions.

ALTERNATIVE 2 uses Skyline AZ 46 or Engineer approved equal conforming to ASTM A690, Grade 50 material specifications per Section F-26 “FURNISH STEEL SHEET PILES” of the Special Provisions. A690 SSP does not require corrosion resistant coating application and therefore, no inspection for corrosion coating application is required.

Bikeway rerouting during construction will be required. A pre-approved Bikeway Routing Plan will need to be submitted and approved by the City of San Juan Capistrano per Section F-13.3 “BIKEWAY ROUTE AND DETOURS”.
