The City Engineers Flood Control Advisory Committee (CEFCAC) was formed in August 1966 to provide cooperation between the Orange County Flood Control District (OCFCD) and the cities directed toward the best deployment of money and manpower to accomplish conservation of water and protection of existing public and private property from floods.

The committee advises the OCFCD of flood protection needs in the individual cities and assists in the countywide selection of projects for the District’s annual budget within the funding capabilities set forth in the Orange County Flood Control Act.

The CEFCAC consists of six members: five are members of the Orange County City Engineers Association appointed by the Orange County League of California Cities, one from each supervisoral district, to represent the cities in that district; the sixth member is a representative of OC Public Works designated by the Director, OC Public Works. City members serve staggered three-year terms on CEFCAC. A chairman is elected annually by the members at the first meeting. Meetings generally begin in January and continue through February as needed to develop a priority list of projects.

OC Public Works staff provides technical support to CEFCAC, preparing technical summaries and cost estimates on each project for consideration by the committee. Using project priorities recommended by CEFCAC, OC Public Works staff develop the preliminary program for presentation to the Director, OC Public Works in March of each year.

Current OC Public Works Flood Control Section support staff includes: Mehdi Sobhani, Penny Lew, and Mike Granada.
